The game was developed by a Korean studio called Dream Execution Technologies, which also made War Rock. The game is in Turkish by default, but players can change the game into English through the option menu. Phantomers aims to compete with other free to play shooters like Alliance of Valiant Arms, Combat Arms, and Sudden Attack.
